You could always request a waiver if e-filing presented an undue hardship. The IRS reads this as very expensive, and this hasn’t changed. You can print these forms and furnish them to employees.

This app is slightly expensive but worth paying for if your manager travels a lot. I use the website all the time, not just for planning travel but also for expenses, so it is helpful having the app on my phone.
