I enjoy doing this and it helps when I volunteer or make suggestions to those I'm mentoring or friends who ask me questions. I've actually sent in my resume and cover letter to companies with open positions whenever their site was down or when a post had expired. It has paid off where I got a phone call or an interview.

I opened the phone book and signed up with every single one in town. The short answer is create your own luck, network for mutually beneficial relationships, give back, know your unique selling point, be proactive, and be humble and grateful. Just being in their presence means being informally mentored by osmosis.
