I work at a travel and event planning agency. Most large companies have in house travel department or a pre-approved vendor and agency list. Call every single temping agency in town. Sometimes you can figure out which company it is and tailor your cover letter and resume or find the HR or hiring manager's email address online.

I found every single one of my jobs through a temping agency or by referral. I learned through informational interviews that I should apply to temp agencies. That one unassuming, non-meaty, first temp gig got me my first CEO EA job and eventually my promotion to project manager down the road.
