I have been involved in conducting a few interviews for admin jobs and here are two of the main things I have noticed about those who are unsuccessful: resumes are out of date and not relevant to the job applied for and the person was not prepared for the interview. 1) Do try the temp agencies. Here is what I recommend.

I would love to stay with my company; however, they are closing the one and only office in this state to centralize the admins; unless I move out of state, staying is not a viable option.".

You may add a list of clients, some client/candidate testimonials, any new service you provide (like resume writing, temp staffing, consulting), etc. This a bare minimum. Getting the basics right. Let your presence be known.

Temp, volunteer, apply for PT work and list that as your present role. So, it's best to search for temporary, short-term admin work via temping, volunteering, applying for part time work so you have something to put on your resume. Social media is big right now, both for companies and individuals.
